Intelligent Regulations: IT Platform for Better Regulation

How can a country make smarter regulatory decisions while reducing burden on businesses? We helped design a comprehensive IT platform that transforms how Slovakia creates, assesses, and monitors regulations — turning complex policy-making into an evidence-based, collaborative process.

Challenge
Slovakia's regulatory environment had grown increasingly complex — over 700 laws, 2,300 secondary regulations, and more than 100,000 specific rules affecting businesses and citizens. Without IT support, systematically improving this framework was practically impossible. The existing process for assessing regulatory impacts relied on manual workflows, email communication, and disconnected knowledge bases.
Beyond digitizing processes, the challenge was cultural: how to shift decision-making from expert intuition to evidence. Regulatory impact assessments needed to become more than a formality — they had to deliver real insights into how new rules would affect businesses, citizens, and the environment before implementation.
Approach
We designed a comprehensive IT platform following the RIA 2020 Strategy for Better Regulation. Through stakeholder workshops and international best-practice analysis, we identified key components: a collaborative platform for impact assessment workflows, analytical tools for modeling regulatory effects, a semantic Register of Regulations, and monitoring systems for ex-post evaluation. The solution was architected for phased delivery across three implementation stages.
The platform transforms regulation from a bureaucratic exercise into an intelligent, data-driven process. It enables interactive impact assessments, transparent stakeholder consultations, and continuous monitoring of whether regulations actually achieve their intended goals — supporting the complete regulatory lifecycle.
Outcome
The feasibility study established the foundation for Slovakia's first comprehensive IT platform for better regulation. It defined a €19.7 million investment across three phases, targeting a 20% reduction in unjustified administrative burden on businesses and enabling systematic ex-post evaluation of 200 regulations based on real-world performance data.
The platform's impact extends beyond efficiency — it fundamentally changes how Slovakia approaches policy-making: from reactive rule-creation to proactive, evidence-based governance where regulations are continuously improved based on actual outcomes and stakeholder feedback.
